Andy Ebben and Leigh Simmonds spoke about LESSONS LEARNT FROM INDUSTRY INCIDENTS on Friday 23 June at the RLSS UK Conference 2023.

Andy Ebben

Andrew Ebben is a Chartered Safety and Health Practitioner, a Chartered Member of IOSH and a Fellow of both the Chartered Institute for the Management of Sport and Physical Activity and the Chartered Institute of Personnel and Development.  He is a Graduate of the Institution of Fire Engineers. He is listed on the Occupational Safety and Health Consultants Register.

Andrew specialises in swimming pool safety and was a contributor to HSG179:2003 and HSG179:2018. He was the Managing Director of IQL Ltd, was the RLSS UK Director of Education and has a number of years’ experience as a local authority safety officer. He was responsible for the development of leisure industry benchmark training programmes for swimming pool and beach lifeguards and he has written three of what have become industry standard texts on these subjects. He has developed first aid training programmes for the leisure industry and for the early years education sector.

As a Principal Safety Officer for Birmingham City Council and in addition to wide ranging aquatic and general safety responsibilities across the City, he undertook responsibility for special event management with diverse events including BBC Music Live Festivals, New Year’s Eve, Chinese New Year and Diwali Festivals, Birmingham International Carnival, a variety of pop concerts and classical and light music indoor and outdoor festivals.

Andrew is retained by solicitors, enforcing authorities, coroners and UK police forces as an expert witness in civil and criminal litigation and fatal accident enquiries.

He is a tutor for courses in health and safety management and on swimming pool safety standards and is a tutor for CIMSPA, IOSH and CIEH.  As a wheelchair user, Andrew is able to bring to safety reviews and audits a different perspective on issues such as access, escape and moving around a facility.

On behalf of Her Majesty the Queen, the Lord Lieutenant of Powys conferred the British Empire Medal on Andrew in 2021 for services to swimming pool safety and lifeguard development.

Leigh Simmonds

Leigh is Managing Director of Quality Leisure Management Ltd (QLM), a consultancy specialising in providing health and safety support to sport, leisure and hospitality operators, trusts and organisations across the UK.

Leigh is a leisure management graduate and has been a member of CIMSPA since 1999, having worked across various roles in the leisure industry as well as local authority. Leigh has a broad range of expertise and experience, including NEBOSH and environmental health qualifications and accreditation to IOSH and IIRSM professional bodies. Leigh is a Chartered Safety and Health Practitioner and listed on the Occupational Safety and Health Consultants Register.

Notably, Leigh has worked with the HSE Policy Unit, developing guidance available to download nationally as best practice and is an active member of IOSH, chairing the IPD peer review interview process, part of the assessment for Chartered Membership, as well as having authored for Croner loose-leaf publication.

Leigh has worked as a health and safety enforcement officer and in civil protection, as a category one responder for the Council covering major incidents.

Leigh has been retained by solicitors, enforcing authorities and other bodies as an expert witness in both civil and criminal litigation and fatal accident enquiries and investigation.
