Ilfracombe Harbour is the largest harbour on the North Devon coastline and has existed as a port for centuries. Following internal planning processes and community engagement, North Devon Council, who manage the area, wanted to explore opening the tidal basin at the harbour to groups such as local diving and swimming clubs. Also in the harbour is Larkstone Cove, where a new watersports hub has recently opened, offering instructor-led activities in coasteering, kayaking, open water swimming, and stand-up paddle boarding. 

In the summer of 2023, North Devon Council commissioned RLSS UK Consultancy to undertake a Water Safety Review of the harbour. RLSS UK consultants visited the site to learn more about the facilities, associated safety equipment and environment. They also met with key stakeholders, including beach rangers, local RNLI volunteers, council employees, the harbour master, and local groups that use the facilities. Using their findings, they compiled a comprehensive Water Safety Risk Assessment and Water Safety Report, which detailed the current arrangements and made recommendations in areas such as signage, safety and rescue equipment, and operations, all in line with UK law, legislation, best practice, and industry guidance. The aim was to help North Devon Council understand their responsibilities around water safety and guide them to the best solutions for their situation.

Captain Georgina Carlo-Paat MBE, Ilfracombe Harbour Master, said, "We started to consider the health and safety implications of opening the tidal basin, and that’s when we discovered the consultancy arm of the RLSS UK. The RLSS UK consultants were absolutely brilliant, and the site visit was a really, really good day. Even before receiving the report, we could start moving a few steps ahead".

She praised the accessibility and clarity of the report, commenting, "No one in the Council had an issue understanding what the report was saying, which can be difficult as they’re not all aware of the ins and outs of the harbour."

Regarding working with RLSS UK, she said, "Knowing that RLSS UK is there at the end of the phone or email if we have further questions gives the Council peace of mind" and "When we go out and say we’ve had RLSS UK in to help, people know we’ve gone that extra mile, to ensure we’re doing what we can".

When asked what advice she would give other local authorities considering their water safety liabilities, she said, "If you think you need a Water Safety Review, then don’t wait. We gave this an awful lot of thought and research prior to contacting RLSS UK. If we had gone straight to RLSS UK, we could have got all that information quicker".
