This course runs over four dates Monday 20, Tuesday 21, Wednesday 22, and Thursday 23 May 2024, from 9 am until 5 pm. It will be delivered remotely online.

The National Pool Management Qualification (NPMQ) is a four-day management qualification aimed at any level of manager in the leisure industry.

The course has been designed to ensure that, on completion, all candidates will have a full and thorough understanding of their and their employer’s legal responsibilities with regard to managing health and safety in a swimming pool environment.

Benefits of completing the NPMQ

The qualification was developed in direct response to findings contained in an industry survey. The survey results identified worrying knowledge gaps in both understanding, and complying with laws, regulations, and guidance when managing a leisure facility.

The NPMQ course:

  • Ensures the safe operation of swimming pools
  • Gives employees and employers an understanding of their legal responsibilities with regard to risk assessment
  • Improves ability to implement and review Pool Safety Operating Procedures
  • Gives employees and employers an understanding of their legal responsibilities with regard to the law in the leisure industry

Completing the NPMQ course ensures managers are managing leisure facilities safely, effectively and within the law.


NPMQ Course Content

Day 1: Element 1 – The Principles of Risk Management

  • Employees’ and employers’ legal responsibilities with regard to risk assessment
  • Understanding the development, implementation, and review of risk assessments within the context of the legal framework
  • Employees’ and employers’ legal responsibilities with regard to Pool Safety Operating Procedures (NOP and EAP)
  • Understanding the development, implementation, and review of Pool Safety Operating Procedures within the context of the legal framework

Day 2: Element 2 – Managing the Team

  • Employees’ and employers’ legal responsibilities with regard to initial and ongoing training
  • Understanding the development, implementation, and review of induction procedures within the context of the legal framework

Day 3: Element 3 – Understanding the Law

  • Employees’ and employers’ legal responsibilities with regard to the law in the leisure industry
  • Overview of the Health & Safety at Work
  • Overview of the Management of Health & Safety at Work Regulations 1999
  • Overview of other regulations relevant to the leisure industry including:
    – Provision and Use of Work Equipment Regulations 1998
    – Control of Substances Hazardous to Health Regulations 2002
    – Manual Handling Operations Regulations 1992
  • Overview of Guidance documents in the leisure industry
    – HSG 179 – Managing Health & Safety in Swimming Pools
    – CEN 15288 – Part 1 and Part 2
  • Overview of Gross Negligence Manslaughter
  • Overview of Corporate Manslaughter and Corporate Homicide Act 2007
  • Overview of Effective Risk Management

Day 4: Element 4 – Serious Incident Management

  • Employees’ and employers’ legal responsibilities with regard to serious incident management
  • Understanding the development, implementation, and review of serious incident management systems within the context of the legal framework
  • Overview of post-incident management
  • Overview of the legal aspects with regard to investigation management
